When a washer is not filling with water, the tub stays dry and the wash never starts. Usually, the inlet screens, the water valve, or a switch is the cause. So start with the hoses and screens. Then, check the valve and switches.
The inlet hoses feed hot and cold water, and small screens filter grit at the valve. When the screens clog, the washer fills slowly or not at all. So shut off the taps and check the screens for sediment. Clean or replace the screens, and replace a leaking hose.
The water inlet valve opens to let hot and cold water into the tub. When it clogs or its solenoid fails, the washer fills slowly, not at all, or will not stop. So check the valve screens and test the solenoids. Replace the valve if it is blocked or electrically dead.
The lid switch tells the control the lid is closed so the washer can spin. When it fails, the washer fills and agitates but will not spin or drain. Therefore, test the switch for continuity as the lid closes. Replace it if it does not click or make contact.
The selector and temperature switch set the cycle and the wash temperature. When they fail, the washer may not fill or may fill at the wrong temperature. Therefore, test each switch for continuity in its settings. Replace a switch that does not react.
The pressure switch senses the water level and tells the valve when to shut. When it fails, the washer overfills or never reaches level. So check the air tube for leaks and test the switch. Replace it if it does not trip at the set level.
The timer or electronic control governs the cycle and powers each part in turn. When it fails, the washer may not fill, drain, or advance. Therefore, check that the control moves through the steps. Replace it if it stalls.

Is the unit old or failing often? A new ENERGY STAR certified washer can cut water and energy use, so weigh a repair against a replacement.
Most of the time, a washer not filling with water problem traces back to one worn part. So replace it, then run a short cycle and confirm the fix.
